Question: Argue a case for or against the proposal to raise the minimum driving age.

The police, RTA and the Australian Government have been monitoring young drivers for their behaviours on the road and are considering increasing the minimum age limit for acquiring a Provisional plate and in my opinion; I do not believe it should be raised. The current law states that you must be at least 16 years of age to acquire a Learner’s license (L) by first passing the driver knowledge test (DKT). To get the provisional driver’s license (P1), it requires passing a driving test after 120 hours of driving on the ‘L’ plate providing the student is at least 17 years of age. Based on statistics from the RTA, there were 374 crashes in 2009 in NSW, 64% being male drivers and 36% female. Young drivers aged between 16-25 account for 34% of all crashes while ages 26 and above account for 64%.
From the statistics, it’s understandable that teenagers cause many accidents and contribute a significant amount to the total car accidents in Australia. Even though the statistics are very daunting, I still do not believe that raising it will change the problem; my arguments will be given in my essay.

Learners and Provisional platers have many rules to obey: If they are caught speeding, it is an immediate licence suspension for 3 months. If they are seen on a mobile phone or hands free, they will suffer a 3 demerit point loss and a fine. If the P1 driver is caught between the times of 11pm-5am with more than 1 passenger under the age of 21, they will lose 2 demerit points and a fine and lastly, they can not drink any alcohol. If they do, it is an immediate license suspension. There are more penalties with more consequences, but these are the main 4 rules.
Road crashes for young drivers can be caused by a number of things such as peer pressure, technology as well as lack of experience. Peer pressure influences the driver to take risks and to be less careful (drink driving follows this point). Technology, such as the radio, is a major distraction to drivers. It causes them to be less aware and easily captured by it. Lack of experience is obvious because they haven’t been exposed to driving situations yet.

Everyone is different and we mature at different times. Punishing the entire young society for groups of reckless teenage drivers is not fair to do; therefore the driving age should not be increased. Based on statistics, the fatalities of young drivers have decreased over the past years and will most likely continue to decrease. This is a result of more education about safe driving practises in schools, the introduction of tougher laws as well as more regulations set in place such as the increased number of hours on the Learner’s plate. Raising the age does not guarantee a reduction of fatalities or deaths. One of the main reasons why 17-25 year olds are in the most crashes is because the lack of experience. If it was raised to 21, they would have the same experience as if he/she was 17 years of age when they first get to drive on their own. Raising the minimum age also runs the risk of encouraging a greater number of young people to find illegal means to drive a car. At the age of 18, some people have more responsibilities such as going to work; if the government raised the age limit, it would affect society’s functions.
All provisional platers are given the right to drive based on the set of rules they fulfilled but the ones that misuse the privilege must be punished more severely like drink driving, speeding and deliberate disobeying of the regulations. Young drivers that cause accidents on the road as a result of the above have behaviour problems. This should be resolved by imposing more severe punishment systems, not by increasing the age and penalising the whole age group.

To change the driving age, lobby groups, police, emergency services and parents would have to consult parliamentarians. This would pressure them into creating a bill which is then sent through he two houses of parliament and possibly agreed on.
